GE and Rosneft, Russia’s largest oil company, are partnering on an industrial shipbuilding cluster in Far East, Bolshoi Kamen. This deal brought our strategic partnership with Rosneft to a new level by moving into joint manufacturing and expanding the program for localization of advanced oil and gas and marine engineering technologies in the Russian Federation.

GE and Rosneft develop ship-building projects of the Zvezda Shipbuilding Complex in Primorsk region. Partnership between the companies provides for construction of a plant for ship steerable thrusters manufacturing as well as an enterprise, producing marine electrotechnical equipment.

Role Summary/Purpose:

• The EHS Manager shall be designated by GE, shall report directly to the JV General Manager and shall be responsible for overseeing and leading the JV's implementation of overall EHS policies and procedures

Responsibilities

• Lead implementation of EHS Management System and Programs at the facility to ensure compliance with local EHS regulations as well as Corporate EHS programs;
• Work closely with leadership team to set EHS priorities, metrics, goals, requirements, and institute programs, tools, and training to assure compliance with EHS regulations, laws, and business expectations;
• Develop, implement, and continuously evaluate EHS programs and procedures to ensure compliance and continuous improvement of key EHS compliance metrics;
• Conduct compliance audits and program implementation, workforce trainings;
• Oversee Contractor EHS Programs Implementation during construction and commissioning phases; review and approve methods statements and risk assessments to ensure preventive and mitigating measures are considered and implemented during high risk activities;
• Ensure all required EHS permits are obtained on a timely basis (evaluate the needs, develop a plan, engage required resources) to clear the Plant into Operations;
• Responsible for EHS external outreach activities. This includes customer summits, customer knowledge sharing, benchmarking and BMP sessions & community work;
• Represent the JV on EHS task forces, liaise with internal and external EHS professionals including central & state regulatory agencies to develop strong relationships and provide strategic EHS regulatory guidance to sites operations;
• Coach personnel on identified improvement opportunities, root cause analysis of incidents, close findings and provide recommendations;
• Provide leadership, support, and guidance in driving EHS excellence programs and sustainability initiatives, including ISO14001 and OSHAS18001;
• Engage and coach operations leaders enabling them to successfully discharge their EHS leadership responsibilities and maintain good communication process via regular EHS meetings;
  • Ensure Site Emergency Response Procedures are maintained updated and communicated to site personnel via trainings and emergency drills;
• Conduct bidding and selection of EHS vendors and suppliers required for putting the Plant into operation and during further operation in accordance with the Company Contractors Selection and Approval Procedure; monitor the EHS contractors’ performance.

Requirements:

• Bachelor’s Degree in an EHS-related discipline or electrical / power engineering degree with extended studies in an EHS-related discipline, from an accredited university;
• 5+ years of EHS experience on leading positions in construction and operations environment;
• Strong interpersonal, leadership and influencing skills;
• Self-directed, self-driven and capable of working independently and determining priorities;
• Ability to deal with challenges with positive attitude; to work under pressure;
• Excellent written and verbal communication skills in both Russian and English;
• Ability to work with teams and be a EHS resource for non-EHS meetings;
• Detailed knowledge in Russian and International EHS regulations;
• Excellent organizational, analytical and communications skills.
